yes, with limitations: she could only make reservations like 10 days out(maybe 30), but she would be strictly Space A. and could get bumped at any time for practically anything.. if someone on orders or higher up the Space A list also needs a room, for instance. Additionally, it would most likely be day to day..with no guarentee that you could stay in the Lodge the entire time. and being a retiree dependant, you are at the bottom of the list.
As long as at least one of you has the ID card, and is staying in the room, it shouldn't be a problem for both of you to stay there.

Retirees have access to base facilities; therefore, you have access to using the base hotel/TLF. It would be best however to call ahead to find out if you can reserve a room and how far in advance, as I'm sure Guam is pretty busy with active duty and retired tourists.

Your mom, definately, on a space available basis. You? If you still have the dependent ID card, then, yes. If not, then no. Of course, the rules have changed in the past few years, so you may be allowed.

my mom was an army brat back in the day. I'm pretty sure that they would allow you to stay at a base hotel. you just have to talk to the "big man", tell hI'm/her the situation, and im sure you will be able to work things out.
