Cover the pot / pan with the top to try and smother the flames (turn off the source of heat also doesn't hurt). Toss some goood 'ol baking soda / powder into the fire is also effective - do NOT use water as it will cause the fire to spread.

Smother it, lid to the skillet or the as for mentioned baking soda, if you get wild with flour you could have a bigger problem , have you heard of grain elevators exploding? it is the dust"flour".

either attempt to smother the flames using a potlid or use baking soda... do not use water, it will only spread the fire.
