I have 20" tv, not tha powerful, but I can't plug it anywhere.

Too much current being drawn on the electrical circuit.

If the cord is OK your next consideration is whether or not to take it to the repair shop. $200 is about what a repair bill will be... you could replace the TV probably cheaper.

sounds like it may b shorting out
take off the back and check 4 loos wires
to prevent dangerous shock plug a single wire into the ground in the wall soket and hold it in the same hand u r cheking the loose wire
put other hand in pocket
if no loose wire bring 2 repare man or get new 1
