Take her fishing! Well, not really fishing, but get one of those Dinner Cruises that many big cities have, and have dinner and a party on the boat. You can rent most boats by the hour, cater yourselves, and hire entertainment. I am sure you can even hire a chef to come on board and show you a few kitchen tricks...
I say do not discount the lingerie getting part of the whole thing. Even though your friend may be VERY reserved, you would be surprised at what some of those types of people do all by themselves. If you want to get a bit RISKY- i say find an "adult" novelty seller and have them come and present at the party... it may bring a side out of everyone that you have never seen before...

Game Number One: Trivia either about the bride only or the bride and groom together. Person with the most correct answer gets a prize. Game Number Two: Need: Piece of paper, pen or pencil Have everyone stand up and try to trace their hand on the piece of paper while bending over. Two feet on the ground, no squatting etc. It's very interesting. Meanwhile, have somone like the MOH writing down the things the other 'contestants' are saying or the sounds they are making. Once the MOH has the list complete or one of the 'contestants' has completed the task successfully (which you give them a prize) have the MOH say, "Here is what the bride will hear on her wedding night from (name of groom)..." and list all the things on the paper. It's pretty funny. Have everyone at your party list 3-5 things they love either about you or what they love about the man you are marrying. Makes for good discussions! Rent your chick-flicks. What could be a better atmosphere?

A friend of mine had a bachelorette party where everyone brought "themed" or "costumed" lingerie. This friend was a bit on the shy side, as well but had a blushing blast at recieving racy cowgirl outfits, nurse costume, policewoman and a wonder woman outfit. Reassure your friend that innocence is great on the outside but after she's married it will be okay to cut loose with her man in the bedroom...a true key to marital success. It always is helpful if there are some older women (mother, mother-in-law to be, even grandma's) who aren't afraid to come to the party and share their "wisdom" of marital bliss. Catering this party with known aphrodesiacs (chocolate, strawberries, oysters rockefeller, saffron, etc.) helps to add to the theme. Help your friend find her wild side, even if she is blushing...that's the fun!

My sister in law is the same type. We rented two hotel rooms and did things like play board games (like Catch-phrase & Cranium). We also went to the Melting Pot for some chocolate so those that wanted a few drinks could in an environment that didn't feel uncomfortable. As much as I thought it would be a drag, the board games were actually really fun. Good Luck :)

Why don't you just have one of those huge girlie-girl slumber parties you had when you were younger. It's sweet and it relaxes the bachelorette before the big day arrives. You can do all kinds of things at a slumber party.

Have a spa party. Hire a cosmetology student to come and do makeup, hair, nails, etc. Maybe a masseuse if you can afford it.

WHOEVER HAS THE MOST RIGHT, WINS A DOOR PRIZE.
