I think it is important to ask gods forgiveness and ask for the strength to go to the victim to ask for forgiveness.

I feel that it is more important to ask the victim,because god will always forgive you no matter what you do. He is a forgiving God.

first you ask the victim to forgive you, because the bible says that if you do not forgive God will not forgive you, read colossi ans chapter 3 verse 13 of the King James Version. then you ask God to forgive you your sins and repent of that thing. Sometimes it works vice verse, depends on the situation.

I would ask God first and tell God that I'm gonna apologize to the victim. Then, I'd ask the victim. I don't see how it would be wrong to do it the other way though.

No I never did, but out of curiosity, what was the crime? God already forgave you, now see if the victim will? Not in person, either. Call.

Depends. If its a violent crime against an atheist then it doesn't matter because they don't recognize moral rectitude.
