This is a VOIP net allowing you to talk to another person who is also on skype network, and it is free too. So you can talk to any one all over the world for free if you both are online on skype. All you need is a mic and headset or a VOIP phone connected to your USB port. You can talk to the other person as you would on a phone, and on skype, the calls are free.
Skype also allow you to chat as you would on MSN or Yahoo or any chat network. So if you do not have a mic/headset or VOIP phone, you can do instant messaging and chat. So there is much use too.
Now you also can send SMS to phone numbers
The other good thing about skype is that it allows you to connect to the phone network to call a person on the person phone line or mobile phone network too. You will need to pay for this by buying skype credits. Phone call charges are a few US cents a minute, and only available in some countries. You will have to check the website for the list of countries under skypeout.
So this allows you to talk to people who do not have a computer or skype program.
There is also a skypein where people who do not have skype or computer can call you. You can subscribe to get a personal number where the other person can call you from his/her phone or mobile phone. This will be dependent on the network availability in your country or your call will be routed to your computer from a nearby country with the skype system. This is not worldwide yet, but in most major countries.
Skypein charges will be based on your local phone call charge rate, so check the site for the rate applicable to you.

I endorse Skype. Been using it for about 8 months. No costs except .021 cents a minute to U.S. telephone nr from Thailand. No headset necessary. Microphone can be picked up cheaply at any computer outlet.
