It uses Windows XP. The problem is it will start to reboot but in the middle the monitor will turned blank and it will start to reboot again, and this keeps on cycling. I don't think I have a floppy or CD to start to reboot it. Can anybody give me advice on how to save my computer- Many files in not save outside the computer.

It sounds like, one of three things occured here... When the power went out, it fried the memory, or MotherBoard, or it toasted the Power Supply enough to constantly reboot, or you damaged the MBR ( Master Boot Record).
Resolutions:
1. When it tries to reboot, does the fan spin up
2. Check to see if Memory is still good.
3. If MBR is damaged then the MBR will need to be rewritten
4. Finally the MotherBoard if fried will need replaced..

Most times when a computer randomly, or constantly want's to reboot is about 80 - 85 % for the above reasons.. Good Luck
