It depends on the context. When god repented himself for creating man and seeing their sins before the flood, it doesn't neccessarily mean that he changed his mind or committed a sin.
"It repenteth Me that I have made man."
These words of the Lord are to be understood metaphorically, and according to the likeness of our nature. For when we repent, we destroy what we have made; although we may even do so without change of will; as, when a man wills to make a thing, at the same time intending to destroy it later. Therefore God is said to have repented, by way of comparison with our mode of acting, in so far as by the deluge He destroyed from the face of the earth man whom He had made.

To repent means to have a change of mind. You hear the gospel that tells about the Lord Jesus Christ dying for your sins and since all people are sinners you have a change of mind and believe the gospel. 1 Corinthians 15: 3 For I delivered unto you first of all that which I also received, how that Christ died for our sins according to the scriptures; 1 Corinthians 15: 4 And that he was buried, and that he rose again the third day according to the scriptures:

asking the Lord to forgive your sins is part of it but trying away from that sin is just as important. You don't get a free pass just for repenting and then continue to do the same things over and over again. You truly feel sorry for your sins and you truly want to live your life differently. IE you learn from your mistakes.

Repenting means that you agree with God that you are going in the wrong direction in some area of your life and so you do a u-turn in that area of behavior and start to do something good instead. Here's a classic passage that describes the actions associated with repentance.
"that you put off, concerning your former way of life, the old man which is being corrupted according to the deceitful lusts, and that you be renewed in the spirit of your mind, and that you put on the new man which was created in the likeness of God, in true righteousness and holiness.
Therefore, having put off falsehood, "Let each one speak truth with his neighbor," for we are members of one another. "Be angry, and do not sin": do not let the sun set on your anger, nor give opportunity to the devil.

It is a translation of metanoeo in Greek. My dictionary defines that word as "to repent, to change any or all of the elements composing one's life: attitude, thoughts, and behaviors concerning the demands of God for right living"

Turning around, going another direction. It is like driving down a street, realizing you are going the wrong way, make a U turn, and go the other way. It is leaving behind the sinful lifestyle you were engaged in and going in the opposite direction.

To repent doesnt mean to turn away... thats why it often says "repent AND turn away"
Repent means to consider afterwards, understand it was sin and be remorseful.

To come to realize that you have offended God, to be truly sorry with a sincere, heartfelt sorrow, to confess your sins and to do reparation for your sins, ask for forgiveness and make a solid vow to turn away from sin and follow God's will, not your own.
