Satellite surveillance can have it's limitations. There are two things you need to know to defeat it. This first is you have to know or at least suspect which satellites are being used for surveillance. The second is you must know the orbits of the satellites. At that point it becomes an excercise of timing you movements to coinside with the times the satellites are not above your position.

Actaually disabling a satellite would involve anything from ASMs to radar and laser jamming. These are options for countries with large budgets though.

When it comes to long term survielliance of a static site your options are very limited. Although I have heard some mention of lining some buildings with Aerogel to mask heat signatures from items inside the buildings.

Remember the limitations of many satellite surveillance systems. They have predicable paths, moving a satellite to a new orbit is expensive and wastes fuel. Satellites can not be refuled and so movements are done very rarely. Any movements too can be detected by any country with even a low end space capable radar, (any nataion that can access satellite tv). That movement is tracked and everyone now know what the new orbit is and what new areas are being watched. This is can actually warn the person or area being watched. This is one of the reasons you see more reliance on terrerstrial surveillance such as spy planes and predator drones. Those can be activated anyware with little change of giving the obersred any warning.

If I knew I wouldn't tell you because you are obviously engaged in something that you don't want surveilled.

You can camoflage whatever it is youre trying to hide by using highly reflective stuff. Its really hard to get specific unless you told me exactly what you were trying to hide.
