It depends on the species (and size) of trout, the regulations, and whether you want to be viewed as a "purist" or "meat fisher". The "purist" will not stoop to any method other than fly fishing with a fly rod - some will not even use lures other than "dry flies". When the trout are feeding on the surface, a bubble and fly combination can be used to fish with flies using a spinning rod. If bait is allowed, "power bait", salmon eggs, or worms are good, particularly for "stocker size" trout. Minnows can be good for larger trout. Hardware "spinners and spoons" are also good for trout that are large enough to feed on minnows and can be used where bait fishing is prohibited. For large Lake trout, the preferred bait is sucker meat on a jig or large silver colored spoons and other minnow imitating lures.

The use of artificial flies lures reduces the damage to the fish and is improves the survival of released fish. Damage to fish to be released can be further reduced by using barb-less hooks and single rather than treble hooks on lures.

I was fishing for Trout with Dynamite once and doing well. The Game Warden came up and seen how many fish I had caught. I think he was a little jealous of my fishing expertise and started criticizing the way I fished. Saying it was illegal and stuff. Well, I lit a stick of Dynamite and handed it to him and ask if he wanted to fish or talk. Heck, he started fishing too. He was throwing Dynamite as fast as I could lite it and hand it to him.

If you are fishing from shore, I would say to use powerbait. Chartreusse seems to work the best, but you can get them on orange as well. If you are in a boat then trolling would work best, using roostertails or joe flies.
