Dogs see under water actually better than us because thier pupils will adapt better to low light conditions. Dogs will actually look underwater to find a thrown item that sank.

Apparently some can. My little terrier used to stick her head under water and catch salamanders.

of course, they often dive, so I think if they can`t see, they couldn`t swim underwater, but they do, don`t they? :)
