Think about it. Your dog has an instinct to protect his terrority. When he sees a car coming, he barks. The car comes closer, he barks louder. And, lo and behold, the car goes away! It works!
He chases them because he sees them as prey. If you don't like him doing this, consult a behavioralist or dog trainer. Good luck!
