In the state of Georgia, what is the punishment for someone 17 years of age driving with their permit, but not a license? If they have a clean record, will they be let off with a warning, or will they be escorted to the nearest jail?

What are the laws in your state? :P

A fine on the first offense. I don't understand why they wouldn't go and get the drivers license. If they continue to drive the state may issue them a drivers license and suspend it. All future violations will be for driving while license suspended. After 3 convictions they will be declared a habitual violator and they could be sentenced to serve up to 5 years.
