Satan was allowed into Eden for the same reason as "god" planted the Tree there. Obviously, any testing of humans by "god" is meaningless, since he is omniscient. Thus, Judeo-Christian myths like this are crap. But at least most Jews don't think this is literal.

God allows all of His creations (including Satan) free will and the choices that go with that. God knew that He had to allow Satan to appear in the Garden of Eden in any form that Satan wanted.
God also allowed Adam and Eve to obey God's command not to eat of the tree of knowledge of good and evil, or not to obey this command and believe the lie told him by Satan. This is part of the nature of perfect good...to allow all His creations power over their own destinies.
Satan wanted to be worshipped on a par with God Himself...the created wanted equity with the creator. Because Adam believed Satan and acted upon it, we fell out of grace and rebellion took over the human race.
God did forsee the fall, but God knows what happened in the past, is aware of the present, and understands how things will happen in the future. God does have a plan...

Ah, but you are forgetting one thing: free will. Adam and Eve had the Choice to partake of the fruit. God did not make them eat it. If Adam and Eve had not partaken of the fruit, then they would have lived forever innocent in the garden and we would not be here. So free will was set in motion from the beginning. And remember, you can't know good without knowing evil. If they had never sinned, they would of never known what it is to be righteous. Hope that answers your question.

How could Satan who is a "fallen angel" be around at the time of creation, if indeed God hadn't created him?

Why not just go to God and condemn him? Stop wasting time asking people if God set them up. Just go tell God that he set us up. He will hear you. What he does in response is anyone's guess. But he will respond.
