Find something to compliment them on and act on it: "Excuse me, I really like that outufit - it looks great on you." or, "I love those color shoes, they go with your dress."
Take advantage of the environment; if someone is staring at the wine shelf at the grocery and has beef in her cart, suggest a good brand of red wine... if you're at the library and you see someone reading a book in a field that you have knowledge in, ask for tips (if you're a hobbyist) or offer them (for pros).
Don't be afraid to talk to strangers as if you were already acquainted: "Dang - it's raining and I left my umbrella in the car; if you share yours, I'll cover lunch. Pleeeeese?"

Where there's a will there's a way. Walk up to this fox, give EYE contact and introduce yourself. Say: "Hello. My name is (enter name here)"
Then wait for her to say hi and ask for her name like this: "And you are (...)" (let her fill in the blank), that is if she didn't give you her name. If she completely ignores you, no biggie. Hit her wit something like this: "Pardon me for being so upfront but I find you very attractive. You seem like a nice person. I'm going to get a cup of tea, would you care to join me?" Make your own version of that and USE IT. Ask for her #/e-mail and leave. You can also say: "I would like to get to know you better but I must go. Let me get your # and we could get a drink with a conversation sometime." Hold good eye contact.
Make people feel good. Make people happy.

Just say "Hi, my name is .... I think you're beautiful!" Keep it simple especially if you get nervous...try not to trip over your words, be confident, but not cocky. Its all in how you carry yourself. Don't use a cheesy pick up line on her either, and look at her eyes, not her breasts when you're talking to her! I guess thats it! Good luck!

Why dont you just leave your fly open or something and then when they say something about it you can make your move. Or you can just go talk to them, worst thing that could happen is they'll get mad at you.
