My husband's son is in Cuba with his ex-girlfriend, and we cannot send anything to him. is this everywhere?

You need to contact the US Treasury Office of Foreign Assets Control. They are the ones that are responsible for administering the sanctions against Cuba (and a bunch of other places). There are exemptions now that allow expatriated Cuban nationals to visit and help out their families that are still in Cuba.
