Environmental Health through your council will get involved if you contact them. You could do what I done and that was to get a couple of mates and went and threw the neighbours hi-fi out the window , and duffed them up. A bit drastic and I don't advise it now days. This was in London before the new laws on noise came in.

I recently had the neighbour from hell next door and when I informed my landlord that I intended to move he took action himself and got them moved. I was a good tenant and no way was he losing me as a tenant because of them.
Mind you I did all the dirty work for him which was a good help. I was out early morning taking photos and found out a lot about the law on the internet so I was aware of which laws he was breaking and what action could be taken. Also the house was private rented so I had to make enquiries who owned the house. And as the landlord of the property is responsible for the tenants you should ask for an interview with housing manager from West Pennine Housing.
Good Luck and remember why should you have the expense of moving. It took a while for my case to be resolved but I had the last laugh.
You could write to the chief superintendant at your local police station and enquire why you are not getting the help that you expected from the local police and what they suggest you can do about your problem. I found mine helpful.
After all_ the initial job of the police is the protection of people and property and to quell the storm.
There is a law covering noise pollution which should be covered by environmental health at you local civic center and most people know about the drugs law. Also if you have children I would suggest you involve Social Services and RSPCC. Also CAB should be able to advise. Leave no stone unturned in your quest.

I am really sorry to hear that you and you babies are having to deal with such antisocial behaviour, but in I live in London and had the same problem a few years back. I dealt with it by first of all reporting each and every incident to the police... then made and kept a record both written and recorded. Then I went for the kill and asked other neighbours to sign a petition and the housing association had no option but to take them to court, wherby they were given an asbo (antisocial behaviour order). They were ordered to refrain from causing distress, they did'nt. Now they are gone from eviction. There is always a way other then some of the silly ones that I have seen mentioned on this column. Good luck. sorry to hear you are having such a distressing time...I know what its like. Take positive action when all the else fails. Hang in and fight for your right to be happy in your home.

Ok there are several different actions you can take depending on where you are and who is in control of that sort of stuff.

First of all, the easier one is the window. Well you have to be able to prove it was due to their negligence and their horseplay or what not. Than depending on how much it's going to cost to fix the window, take them to small claims court. You might want to get a lawyer for this matter, that might be also able to help you with the other matters as well.

You also have to prove there is drug use. ANd what you can do. is. Well.depending on the time of day/night and the actual noise decimal is what you can do. If their a bother to you and your scared to confront them, call you local police department and ask them who takes care of noise control. SOmetimes police departments have a different department or even not even the police deals with this. I beleive after 11pm or something noise decimals have to be a lot lower. and if that doesnt work call your local police and tell them the noise is bad. keep calling if you have to , to file complaints...

if it is an apt call the land lord and ask who to report the noise to. and make sure u might want to be anaoymous.

hope that helps

You have rights... altho my support of the law is wavy sometimes this is also lack of respect for neighbours.

1) Contact local police.. again, and again, and again.

2) DO NOT CONFRONT THEM WITH INTENT! This will put the twisted law on their side and simply irritate them. Drugs are unpredictable. Peoples rationality goes out the window. Normal conversation will not work.

They say to approach them dipplomatically but if you KNOW drugs are being abused in their, I wouldnt bother. It'll just pin the bobbies on you later. Also remember.. just because someone looks drugged doesnt mean they are. Be SURE of acusations.

3) Inform WatchDog.. It's not just TV.. its quite real.

4) Contact your local council. Bit of a s*itty one this since council workers are fat lazy gits that seem to do jack.. especiall in my experience in the NW. But putting the pressure on them may yield some fat burning results from them. Write to them and keep dated copies of the letters. Go see your MP. Discuss the criminal actions of the police for doing nothing about the nooise / drugs.

Get a book from the library on how to write these letters. There are books on how to write letters that get results. These council gits speak special lingo and simply complaining will go in one ear and out the next. Keep gramma and spelling correct. I heard of at least one senario where the MP simply highlighted such errors and sent it back!

Go and SEE your MP. You may have to book but they are there for you! As such they have to see they're voting constiuents!

5) Join a neighbourhood scheme.. many neighbourhoods now have meeting sessions, sometimes with police representation as well. Bring this up here. The power of the massess can work wonders and you also bring the neighbourhood closer which can only be a positive thing.

Best of luck. Do NOT resort to violence. Even if this feels like a must. You have kids and even if your one confrontation is a winner.. you cant be around all the time.

ehh... Nice one Shrek69.. maybe a good one there if all else fails.. :) .. no seriously. Someone said about claiming to HEAR a gun and HEARING gunshots fired. DO NOT SAY YOU SEE A GUN. The fact you HEARD a gun will get the police running and can be mistakenly covered up later to cover your *** with the bobbies.

One uselful one I heard is about a robber in your house. You contact the police. A long time passes and no-ones arrived. You've got family.. kids asleep with an unknown burgler in the house. He could be armed or worse. Ring the police again. Tell them not to bother coming, you just killed the intruder. They'll be there in a flash.
Better dealing with this than the potential harm to your family.

Note also that if the drugs are weed and in small amounts, they'll get little more than a slap on the wrists and be angered and suspicious looking to lash out at suspected grassers. Neighbours will be high on the list. Especially if they smashed your window on purpose...

if you are sure that drug use is taken place, the police need to be involved. this may not be ethical, but you have to take care of YOUR family first. wait until you know that the drug use is taking place, make an anonymous call to the police saying you heard someone from the house screaming to put the gun down and then you heard shots fired then more screaming. the cops will be there in a hurry and will find your neighbors drug party and maybe worse. arrests will be made, reports to the housing company will also be made and soon you will have new neighbors.

Go to a payphone, not your own phone, and call 911. Tell them that there is a guy waving a gun around in the apartment and that you saw it from the ground. Or describe the car they drive, along with the license plate # and tell the cops they waved a gun at you. Then hang up.
The police will definitely come. This isn't they way it should be done, but unfortunately this is what we sometimes have to do to get the police to respond.
Good luck to you.

This is so difficult for you to deal with.

Keep a diary of ALL events next door. Keep on and on at the housing association - OK so they are not at your house at 3am but they have a duty to fully investigate your complaints.

Keep on and on at the council and the environmental health officers - who deal with noise nuisance.

How do you KNOW drugs are being used? Report your suspicions to the police - the more information you can give them regarding suspicious comings and goings, the more chance they will have of acting.

Did you SEE them break your window? If not, it will be impossible to prove - yeah I know this is not fair - and you are probably SURE they have done it - but you have to PROVE it.

If the council/housing/police etc. do nothing, go to your local papers and your councillor - even your mp - see your gp if any of the issues - ie lack of sleep - are making you and your children unwell.

PUT THE PRESSURE ON! But don't EVER reduce yourself to their level - no matter how tempting it may be!

Good luck.

Borrow a video camera, and covertly (secretly) record the comings and goings of the neighbors...turn this over to the Police along with a written complaint...keep a copy ot turn over to the news media (but tell the cops you kept the copy) and if nothing is still done then drop the dime on the police to the news media...they love stories like that and the police hate to get that kind of press, so it kind of pressures them into doing something.
