Good luck on finding that!!! Usually, cities are missing at least one of those qualities. You may ave to lower your standards! lol

Maine, very low population, lots of jobs if you are willing to do the entry level positions, not much crime at all especially in the small towns, which you can count on one hand the big areas in Maine, and except for Portland ME most apts are under 1000 and in smaller towns under 500

Come to Republic of Ireland .VERY LOW crime rate.EXPENSIVE BUT affordable and higher income.
