I've found area code lists that relate area codes to states, but was curious how NANPA was providing the area code to city located here: http://www.nanpa.com/nas/public/npa_city_query_step1.do?method=resetNpaCityReportModel

The 909 encompasses the far eastern LA County and Southwestern San Bernardino County. The 951 is Riverside and 760 is the Desert communities. So technically, looking at Wikipedia, LA refers to the county not the city.

Most Yellow pages have a page (with a map) showing not only the area code but the individual local exchanges as well.
