My cats are perfect - I think they would make excellent heads of state. Just make sure the dishes remain full and all will be well.

I nominate King Rawley, my large orange and white long-haired cat to be our new leader. His friendly ways will help us regain our international reputation.

I think this would be the same as not having any governments. Sounds like a good idea but without some form of laws and government we would have anarchy. Anarchy is not a good idea.
