Congrats on your upcoming wedding! Wal-mart, Target, and Kmart have the boxed invitations, but I agree with what other people are saying that they are tacky. It is a cheap alternative, but it is cheap-- not inexpensive-- and this is not the time to be cheap. Here are some that I have found:
http://www.staples.com/webapp/wcs/stores/servlet/StaplesProductDisplay?prodCatType=0&storeId=10001&catalogId=10051&langId=-1&productId=92028&cmArea=SC1:CG10:DP1422:CL140789

If you have any design talent, I suggest you designing your own invitations on Microsoft Publisher. If you know what you are doing you can make them look better than a professional. What we are doing is taking a watercolor of and iris (our wedding flower) and fading it. Then we have indigo font and will be printing it on tracing paper. Afterwords we will take the tracing paper and lay it over heavy purple card stock. We are going to mount them either with clear glue or straw. They will look professional, but they are easy to make.
For our supplies we are going to Staples because they have a ton of paper so ours will be unique. They have the heavy matte paper if you want to be traditional, or a bunch of others if you want to be different. As far as the tissue, you can get it at Wal-Mart and cut it with a paper cutter. Just look for acid-free paper so your invitations will stay beautiful.
Finally, if you are going to print your own, make sure you have an excellent printer. If your ink smudges or looks blurry or pixilated, then I recommend having Kinko's print them for you. It will be less than getting them professionally done, but they will look like it.
Another option would be:

I bought plain white DIY blank invitation kits at Hobby Lobby on sale for 1/2 off. I was going to get a template on-line and we were going to design and print them out ourselves. Big mistake! It is so hard to find a website that offers the template free without requiring that you purchase the invitations there.
I ended up taking the blank invitations to a local print shop, picking the font and wording out of a catalog, and paying them $50 to print them out. It's less than the cost of an ink cartridge.
That made things so much easier! I had them print them set down 2 1/2 inches.
Then I just got colored ribbon and vellum (1/2 price as well) and used little glue dots to wrap the ribbon around the top of the invitation and I stamped and embossed my own monograms on the vellum, which I cut into squares.
For the tissue, an easy and affordable route to go is to buy clear invitation vellum. Wedding stuff goes 1/2 off at Hobby Lobby almost once a month and it comes in a pack pre-cut to fit into a standard sized invitation envelope.
It would probably be easiest (and less of a headache) to price basic cardstock invitations at mom and pop print shops and then pick the font and wording based on their examples.

I just found out about this site call moutaincow.com. You should try them. They deal in invitations that you can print at home but I am not too sure about the tissue paper.

I bought mine from Walmart... a box with the pretty hearts on them and they are blank. Inside it gives you a site to go to. I think they look just as good as the real ones you pay a bunch of money for! I think it was 15 bucks for 40 invatations... it comes with the envelopes and the reply cards and the envelopes for them too! If you need any other help just ask!

No offense or anything, but every time I receive a home-printed invite to a wedding I cringe :( they never look good. Pay someone else to do print them...they will look 100 times better. If you must go the cheapo way I know Target, Office Depot, and Office Max carry them
