OMG!!!!! My mom says the exact same thing.....she also uses the exuse that my hair is really pretty (i agree but highlights should just make it prettier)...i'm sure you have pretty hair to, she says that i am too young to put chemicals in my hair, so i asked a question on yahoo about a non-chemical highlights....and this is what i got, i'll copy and paste the best answer:
The most you can do without using chemicals is to put a rinse on your hair. The problem with that is that you have dark brown hair so it may not show up the first time. You could try to put a very light blonde rinse in your hair so that it shows up. Rinses come in liquid form so that you can just squeeze it on your hair and sit under a dryer with a shower cap on. Instead of doing that process, get a hair paint brush and apply it where you want it. Again, because your hair is so dark, make sure you get a light blonde and keep it on a little longer than what the box reccommends. Rinses are just what they say though, they rinse out in about 6-12 washes. Call your hairdresser and she might have some better tips for you.

There is no age limit for getting highlights. That is if your parents give you permission. I know people that got highlights when they were 9. So it only depends when you get you parental permission. If your mom thinks that you are too young, than maybe you are too young. Just relax. Oh and about the Miley Cyrus thing, she's a movie/ singing star, so I don't really think she need permission. So just relax and you can wait until your mom thinks you are old enough. Maybe that's the right thing to do.

Not really ever a good agurmentative point. Comparing yourself to a celebrity to convince your parents of something never wins them over.
Anyway.. I do think that thirteen is perfectly fine for hair dying, especially if it's subtle highlights like the ones you want. My first dye was in seventh grade, I was 12, and I got it because my hair is darker at the top than at the bottom, so my mother did an at-home dying. Like $25 I think. But for your highlights, I'd get a professional to do it. (My mother's not very good.)

You need to listen to your mom. Highlights by a professional can be expensive, and you want them done right. This is also something that needs to be redone every 4-6 weeks. Try making some money by babysitting, cleaning the yard, etc. then ask your mom when you have made the money to have it done. Then remember you must keep working to keep your highlights up. This will give you something to think about! But in the end your mom will make the final decision!

Hi, loads of people your age have blonde hair, i didnt realise that most of the girls at my school had there hair highlighted and i was stupid enought to think there hair was really that colour. But if you mum has said no then i guess you will have to wait, In the long run it is best to wait, but dont do it your self go to the hairdressers. You can get shampoos and conditioners to add highlights to your hair without the bleach, try chamomile shampoo and conditioner, any brand. Timotai golden highlights it the best ive used.

I think your mom is being unfair.I believe 13 almost 14 is just the right age to get highlights.I have a sister who let her daughter get blonde highlights when she was 11.

uhh...i just asked my mom today.. and i asked if i could get my hair like.. cut and like.. layered and stuff..and she said no..so i said...then can i get highlights? and she said i rather give u highlights then get ur hair cut..so..yea im getting them done this week...

oh and no i dont think 13 or 14 is too young..

Well it doesnt really matter....It depends on what ur parents say...I'm 16 bout ta be 17 on friday and juss got mai hair dyed for the first tyme in july...

Pick your battles. There will be many more disagreements between you and your mom. Are highlights really worth it? If they are, you need to find a hobby.
