You might try going to a card store, sometimes they sell special printing paper for cards. I know Papyrus is a wonderful place to get special paper because they're a custom card shop, so you can try other custom card shops if there's no Papyrus around.
I'm guessing Office Supply Stores such as Office Depot and Staples have paper, but it might not be what you're looking for.
I work at Borders and we sell a nice selection of scrapbooking paper with our paper supply partner Paperchase that might be wonderful for wedding invitations.
Also check out craft stores such as Joannes or Michaels. They carry an excellent selection of craft paper and special paper that you can use for wedding invitations.
If you're in the Los Angeles area, Vromans has a paper/gifts/etc shop on Colorado Blvd. where you will definitely find paper for wedding invitations. With that, I would suggest looking up independent bookstores in your area. In San Diego, Warwicks Bookstore in La Jolla has plenty of paper. =)
Good luck on your search, and also try the yellow papes for card shops or paper supply stores.

Try craft stores. You can buy any paper and decorate it as you like.
If I could post a picture of our invites, I would. We used normal cardstock.
However, if you are wanting the actual invite packs, check out Target and Hobby Lobby. Hobby Lobby WAS running a great sale.

There are wedding sites that have that kind of info. Try googling.
However, I was in the Dollar Store today and they had some lovely handmade paper, if that appeals to you. And guess what? It was only - gasp! - a dollar!

Depends on what you plan on doing. If you are going to use the sets that you print off of your printer you can find them at a multitude of places. Office stores: OfficeMax, Office Depot, Staples, etc. Chain Stores: Wal-mart, Target, etc. or Craft/Scrapbooking Stores: Michael's, Archiver's, etc. I would say browse the selections and find one you like.
If you plan on constructing them yourself definately go to a craft or (probably better) a scrapbooking store. (Michael's is a good craft store and Archiver's is a great scrapbooking store.)

Wal-Mart. Cheap, can print on your computer. If gives you a program to use. Different styles. Return cards included. 50 Invitations for around $20.00. It was easy to use. Try it. The only problem I had was that I had to print one at a time. But saved me a lot.
