Ascites is a fluid collection somewhere it normally isnt seen such as the abdomen or around the lungs. Persistent means it is not being re absorbed by the body and is just staying in the same place. Its not supposed to be there.
Sometimes the doctor opts to remove the fluid thu a thoracentesis or a paracentesis or just leave it there. Sometimes they remove some to look at it under a microscope to determine if it has malignant cells in it or if there are cells in it which indicate an infectious process.

its fluid build up in the peritoneal space (the area in the gut) - normally caused by liver damage.. whoever has it will need a tap - where a needle is inserted into the peritoneal space and is then drained off - done in hospital obviously. that person will need IV albumin - a protein - as that is lost during the tap.. Lots of alcholics get this..
