My Idea is
1-
your DVD Not Support this speed
please Note On Your DVD and read Best Speed for Your Disk if Not Write Best Speed Is 8 . For All DVD is Available
because some of DVD Disks cann't allow you to write whith this speed if you write DVD Will Be Burned
2-
Your Writer drive have problem On 16 Speed . Not related in Software . Related on your Drive Cann't Support this speed
