He does it after the older dog pees

It's a behavioral issue, the puppy does this to let the older dog know that he is submissive to him. It's just a way to let the old guy know that he's in charge.

He's just cleaning the older dog. It's like grooming.....a sign of respect. He is letting the older dog know that he KNOWS he is the submissive dog.

well you pup is just letting your older dog now that he is the boss. this is a good thing. that means that in thier pack you older dog is the leader. And don't worry this is totaly normal.

Well I was going to say the same reason we humans do it...until I saw the additional pee comment...so I have no idea.
