All branches of service are meeting their recruiting goals. Recalling IRR happens in a branch like the Marines where it's hard to get in because of standards. This was also done in 2003.
Armed services top recruiting goals

ARLINGTON, VA, United States (UPI) -- All active-duty branches of the U.S. armed services met recruiting goals for July, military officials say.
However, there was some drop among reserve units.
The Army says it reached 104 percent of its July recruiting goal with 10,900 recruits, the 14th consecutive month it has met its goal, Stars and Stripes reported Friday.
Hoping to reach its goal for the year, the Army says it has recruited about 62,505 soldiers, or about 78 percent of its goal of 80,000 for fiscal 2006.
The Marines Corps reports reaching 112 percent of its July recruiting goal with about 3,200 new recruits. The Navy and Air Force each made 100 percent of July goals with about 4,000 and 2,100 recruits respectively, officials said.

The Army has met 104% of it's goals without lowering it's standards.If you read "free republic" you should read real news or get it from the source, The United States Defense Department.
The Marines have met 112% of their goals of recruitment.

You stock a lake or a wine cellar. With the army consider the use of forces reserve, command strength or even unity readiness....it more appropriately speaks to the troops as people and not fish. Thanks..

Army missed its recruiting goals last year, and only made this years by lowering the goal and lowering their standards of who they let in.
