Many jails do serve sandwiaches as a lunch. In some jails the inmates are given the sack lunch early in the day to eat when they want. Doing it this way accomplishes several things: The congregration in a central meal room is eleminated, keeping down the possible fights and whatnot; the clean-up is minimal; the utensils are safe from ingenious evil minds and it is a less expensive alternative to providing a balanced meal.

They serve sandwiches because it is cheap, easy to prepare, and wholesome. Plus since jails have people coming in and going to court it is easy to keep on hand and to distribute.

What makes you think they eat sandwiches? They do get proper meals, costing the taxpayer oodles of money.
