Mine does. It sounds like a tiny falsetto voice rooster. I wonder if my bird is special, or if this is just what cockatiels do.

your cockatiel may have heard a rooster or maybe heard one on the tv or something and picked the sound up, my bird sounds just like the telephone and you cant tell if its him or if the phone is really ringing,,they are funny birds

First of all..all birds are special. My mom has some but, they haven't crowed yet to my knowledge. But, when i'm out barbequeing at night a few of them whistle to the tune La Coo Caa Racha. and i think that pretty darn special and very very cool !!!!!!
