Why does my computer default back to the windows XP theme after I reboot?

I have a Toshiba that is defaulting back to the Windows XP theme every time I reboot. I want to keep it in Windows Classic Mode but it wont stay in that mode. I returned this system because I believed it to be faulty. I noe have another system of the same model and it is doing this again. Anyone know a fix for this problem? I am running Windows XP Media Edition

Goto control panel, double click on administrative tools, double click on services. Double click on the service "themes" Change it to disabled and click on stop. This will set it back to the look of 2000.
