When is the best time?
If you are sure she will say yes regardless, anytime is the best time because she loves you and wants to be with you and she will just be happy that you asked. She will be even happier if you propose to her properly. Make your question the moment she's dreamed of because you will both reflect back on the memory.
If you're not sure she'll say yes, then you need to plan ahead a bit more. Think of the things she loves and enjoys. Think of the things that make her laugh and smile. Use what you know to take her out and put her in a good mood. She is more likely to say yes when she's having a good time. She'll also remember the activity leading up to you popping the question.
Consider:
- whether you want the moment to attract attention. There tends to be more pressure if there is an audience and you propose around other people eg in a restaurant or around family.

Traditionally, you always put the engagement ring on the ring finger on the left hand where the wedding band will eventually join it.....
The best time to propose to her is when you have come up with the right place to propose and have figured out how you want to do it....
Some people like to do it in public places like restaurants....others like to find a romantic spot like during a romantic evening in the park....it is up to you what you want to do...it's your moment....
My husband is the most unromantic man in the universe....he was in his underwear...we had just gotten into bed and he practically threw the box at me and asked me if I would marry him....I said yes anyway despite the very bad proposal.....

First of all it does not go in the finger (that's too painful), it goes on her finger. its the left hand on the finger next to her little finger. Best place to propose Hmmmm at a restaurant in front of everyone, that will make her it the sky, trust me ;O)
