as soon as they are clean and momma cat lets you, if you love and respect your cat, she wont get mad or overproctetive, just do it for a short time, too much will stress her out, the more a kitten gets used to humans, the more playful and lovable theyll be, trust me, enjoy your kittens

Most of these answers are wrong, or not fully informative.
See, I have been around kittens all my life and this is what I know.
When the kittens are fisrt born, it is VERY important that you do interact with them. Just mke sure you wash your hands very well. Don't mess with them too much until thier eyes have opend and they are crawling around alot. Even then, wash your hands throughly. If you don't the germs on your hands could get into thier eyes and cause a condition known as "sore eyes" where the gooky stuff matts thier eyes closed. It's not a terrible thing, just something you don't want to see a little kitten go through. The mom will take care of it and a few days later, it'll be back to normal.
My suggestion, hold them for a few seconds at least once a day and after they're old enough, then play with them more as long as you wash your hands!

Well, we had an easy-going docile cat, so we held the kittens on the first day and she didn't care.
But for you...I would say....three days. By then, the kittens will crawl away from the mother to start exploring. Pick one up and watch the mother's reaction. If she growls or hisses, put the kitten down and wait a few more days.
But if she shows no signs of even caring, start enjoying your new kittens!

You can touch them as soon as they are born if the mother cat doesn't mind. This is actually better so they will get used to human scent at an early age.

We always touched them as soon as they were born. Sometimes they were still wet. It won't hurt them as long as your VERY careful when you pick them up. Just make sure the mother doesn't mind. You don't want to make her nervous. Also, don't handle them a WHOLE lot (at least until their eyes are open). You don't want to accidentally injure them.
The more they smell you, the more used to you they will be. Socialization is very important.

As soon as the mother lets you. keep them low, not picking them up too high, & for short amounts of time. The more often you handle them, the more loving they will be to you when they are older.

You can touch and handle them as long as you're careful and the mom doesn't get too upset. Wash your hands first, don't let them get cold or too tired.

Jodi is right but I would wait a little longer or mom can refuse them back after you touched them.
It's a smell thing.
