my dog had puppies 3 weeks ago and is starting to bleed again, so i need to know.

Most dogs' heat cycles are 6 months apart, but some can have a "split season" (3 months apart).
If your dog's pregnancy took about 60 days and it's now been another 21 days since she gave birth; she's at 81+ days since her last cycle, so she may be in heat again.
Nonetheless, I'd get the dog checked as soon as possible. There may be some latent hemorrhaging, she might have a uterine infection, or there might be a fetus still stuck in the birth canal. At this stage, if there is blood accompanied by any greenish/black discharge or pus, you need to get your dog to a vet immediately.

They will spot for a few weeks after giving birth. Trust me she is not coming back in heat. She will probably come back in in about 3 months. I have had them come in about 2 months after, but not usually.

I would have that checked out. Especially if she is still nursing. She shouldn't be back in heat this soon. She could have all different sorts of problems. Please call your vet and take her in.
I am assuming she hasn't been bleeding for the last few weeks and just started??

they will bleed from the birth for several weeks.
Expect her to cycle on the smae scedule after the HEAT as she would have normally
