Is that even possible?! I don't think it applies in term of reproductive systems, but it may be applied to a foster father, since "surrogate" can mean "stand-in".

He's the husband of the surrogate mother. That would be a difficult task for a surrogate mother without the support of her own husband.

I guess he provides the sperm. I think also, he would be there to take care of the surrogate mother, so he would be the surrogate father.
