why is this in family? are you in the mcdonalds family?
i think the tables are first, then bathrooms, then floors, then trash, then sidewalk, THEN outside. you can always blame the outside on the dirty people out there, but you need to keep the insides clean for customers.
tables first, because people will be constantly(hopefully!)using them, but bathrooms a close second because... well, any mess in the bathroom is a BIG deal.

1. Inside cleanliness ( tables/floors/trash not overfilling )

Just my opinion .. kind of a weird question .. but hey I love McDonald's ... so anything for the Ronald ... !

I think the parking lot, because that's what the customer sees first. Then the bathrooms, tables and trash.
