I've seen companies that give car loans but I've never seen any that give general loans. If you're in debt already, just what exactly do you want a loan for? That would just put you in more debt.
If you are trying to get a loan to pay off your debt, sometimes you can get what's called a consolidation loan where you just make on payment a month and get all your debt paid off. I'd try the bank you use for something like that. It's not the same as credit counseling.

Have you tried just calling up your CC's and telling them you need to set up a plan? One loan would be easier, but you can generally get LOTS of help directly from your Credit card. Tell them, "Hey, I'm having lots of trouble. I can only pay $50 per month. Can you credit me the late fees or cut my apr or anything? I dont want to declare bankrupcy."
This is a nice incentive... they want their money! I had a CC that credited me a $35 late fee and a $38 overlimit fee, PLUS cut my APR by more than half, and all I had to do was pay $75 a month. Basically they were crediting me DOUBLE my payments.
IF you dont have luck, try calling back and getting a different customer service person. Some are more helpful than others.

I found a solution that worked for me. It might work for you too.

You will be able to get secured Visa or MasterCard , you simply send them cash and they send you a card with the same amount as your spending limit.This will allow you to start building some positive results on your report.
