What is the model number of the CamCorder? Does it have connections to plug wires in, like a USB cable or Firewire cable?
Then your question can be answered.
As far as PAL, it is all software and can be set to PAL or NTSC when making the DVD files.

First of all,you have to transfer the video to your PC- using a capture software( download DVIO or winDV which are small,powerfull and free software) -by connecting your camcorder to the PC with a firewire cable.After that you will have the video in a AVI format in your computer.
The second step is to compress the AVI file into a format that it suitable to write in a DVD or cd .For that use a software like power director,windows movie maker etc.

3. Burn it. (onto dvd or cd using Nero or a similar program)
