If not, the manager still has the right to do the repairs and may give you some money off of your rent if you do the cleaning. When it comes to painting; 100% of the time - it is fine if you do the painting but only white (or whatever color all the other units are) - again, the landlord may give you some money off of your rent as long as you keep receipts.

Okay, the walls should have been painted before you moved in. That really just makes it easier. But, you have two choices here; you can buy the paint yourself and do what you want, or, and this is what I would recommend, go to the local hardware store and get paint samples of colors you would like. Then take them back to your landlord and see if you could at least get her to pay for the paint and supplies, if not have it painted for you. That really should've been done already. You should not be required to paint your rental and pay for it yourself. I would try to see what she's willing to do before you're out the effort and expense yourself.

If the walls are marred, dirty or have a lot of holes I would expect the Landlord / owner to have the walls painted before any new tenant moves in. But it is not required that they do so.

maybe she knew you would want it painted so she didn't do it just to have it done again.
if she is 'supposed' to , it would be in the lease agreement.
it might also say something in there about 'you need to make sure the walls are painted before you leave' . has she seen the apartment since the old tenants moved out? give her the benefit of the doubt. she might have someone who is 'supposed' to do that stuff for her.

depends on your landlord..some apt. bldgs have a practice of painting after an old tenant moves out. if the paint is in good condition, they usually wont spend the money on a new paint job

If it is not in the rental contract then no she does not.....legally she only has to keep the place "liveable". I would be will to bet that if you told her you were going to do the work she would work with you as far as maybe giving you a month's free rent or something but she does not have to. However if something breaks, like a water heater.....she has to fix that by law and in some states you don't have to pay rent until she does.....but each state varies so I would check the local laws on the matter.
