We have a cat and a kid. I used to be an over the top girl, but now am totally underneath. Harder for them to spin it all off that way. Trust me - we learned the hard way. ;-)

Depends - do you have a toddler in the house? Then go to underneath. They can spin the roll all day and not spin it off. Otherwise, over the top works a lot easier.
