If it returns after you switch the TV off/on then it's the TV. The volume control my be dirty. I'm assuming the volume is controlled by a knob and not up/down buttons.

If it is controlled by turning a knob, a quick fix can be done by turning the knob back and forth all the way several times to clean the contacts enough to get a good connection.

A more permanent fix can be performed by going to Radio Shack or other electronics supply store and buy a spray can of Tuner Cleaner. Simply pull the knob off the TV, spray a little tuner spray onto the volume control, replace the knob and again turn it back and forth several times. Make sure the TV is unplugged while doing this. Give the spray a minute or so to dry and plug the TV back in and try it. It should eliminate or severely reduce the problem. If it doesn't completely solve the problem, repeat the process and try again. It should fix the problem.

most probably the tv set. just to make sure before you go ahead & junk it, try plugging a portable tv to the cable.if the problem recurs, you know who to contact!
