If you put your rolls in a 9x13 pan, (12 to 15 rolls) they will come out soft, especially when you butter the tops of them as they come out of the oven. When you lay your rolls separately on the cookie sheet, they are 'individual' and they bake all around the dough (roll), thus leaving it crusty and hard.

I put melted butter on mine. Then when bread is out of oven,I cover with a clean towel which keeps them moist and warm and not crusty.

Keep the tops oiled before placing in the oven. As soon as their done, oil or butter them again.

Trying using half milk half water in your mix. The crust should be softer.
