A VGA camera is a low end quality camera. You'll see VGA cameras on cell phones, web cams in this situation and older model digital cameras. If you want the best quality picture then you want a Megapixel web cam. If you want the other person to see you sharp and clear like family or friends then go with a megapixel camera. If your on dialup or dont care about quality then go with a VGA camera.

A VGA Webcam provide low detail of the picture whereas a Megapixel one provides a more detailed pictures

VGA = about .3 megapixels. So, the resolution is going to be better on a megapixel cam.
