Yes, of course, It's their money. Blackjack has built in odds and anything that tilts the odds in favor of the player is cause to refuse to let him play.
There is a mathmatical savant who was on TV awhile back who could calculate the odds so well he split-split-split and won all six hands. No casino is going to allow someone like that to play very long. Hell he would soon own the place.

they can back off anyone they want for any reason. I have seen many non-counters who were lucky tossed out.
