She wants me to take her out but I don't feel like it. I told her we could play a game but she really wants to go out. And she won't watch TV.

play a game suitable for her age... and have her on you lap pr sitting next to you while you play. my brother did that, kept me entertained. he kept on doing crazy stuff to the characters (we were playing rpg games) like killing themselves or saying stupid stuff. Just say :" come here look, i want to show you something stupid."

Make up a new game. Play house. Bake something with her. Read her a book if she's little. What does she usually like to do in the house when she's not watching TV or playing a game? Do whatever that is.

Find children's games on the computer for her age...or Read to her, ask her to pick out her favorite book and read to her...or Find a children's story online and read it to her...It is very nice that even though you won't go out you still want to spend time with your little sister...You're a sweet guy.
Or if that all fails...then you can play go fish or a board game with her like checkers...no child is too young to learn to play a game that helps them learn to count their numbers and uses strategical thinking.

Play on the swing set in the back yard kick a ball back and forwarth. Play basketball or jump rope or color with sidewalk chalk.
