Is the slag toxic? Does it have other bad properties? Or is it just like sand? Rivers send millions of tons of sand into the ocean every year. If the slag is no different than river silt, then I see no problem.

NO it did not come from the sea so it should not be put into the sea. Try to clean it up and put it back into the ground.
