Looking for a freeware?

I am looking for a freeware that will block certain file being generated. I know firewall only gives you exception not to be blocked. Any software out there I can download so I can block certain file being installed in my pc. For example, wgatray.exe I don't want this file to be even existed in my computer. How can I block it?

The best way to do this does not involve any software. Simple create a dummy file with that name and then set permissions that will not allow it to be overwritten.
