neither. quit looking for unimportant milestones to celebrate, and instead celebrate each other. You dont need a 1 week, 3 day and 14 hour anniversary to tell you that the other person is important to you. A 4 week or 1 month anniversary is unimportant because to celebrate the adversity that you've likely been challenged with throughout your relationship. What challenges have you overcome in a month?!? I wouldn't recommend celebrating anything shorter than 6 months.

4 weeks is month a month has 4 weeks it all the same it does not matter if you got together on the 1st and today is the 29th then what is 2 or 3 days

I would go by actual month. Like if you started dating July 1st, August 1st is your 1 month anniversary.
