It means you are so thin or tiny that he could spin you around when you are on top while having sex. I swear, it sounds weird but that is what it means. I've gotten the same answer from many guys when someone called me that.

In Australia, it means someone amusing and slightly off beat (a good thing) I believe its short for spin bowler, which is a cricket ball technique. On the other hand, spinner is a word used to describe the mixing of tobacco with marijuana to "spin" it a bit further.
