when you wash your hair never comb them when they are wet.
bounce them a little or curl them up the way you want when they are wet, theyll remain the way when they dry off.never use a hair dryer.even i have wavy hair, and do the same when i want some curls.
you must have used comb earlier when your hair must be wet, only then they loose their curl.
also if you get layers cut or steps i guess theyll look good(it also depends upon your shape of face).
comb them inwards and outwards (when dry) theyll look awsome.

maybe it's loaded down with conditioners?
how long is it? do you brush it often? (sometimes over brushing will destroy natural curl)
have you moved? not all water is created equal. i had terribly wavey hair as a child living in the suburbs where the water wasn't so bad. (70s) but now in the city (where the water could kill an entire planet) my hair is just waves, if i'm lucky.
get shampoos that go with curly/wavey hair... i use pantene for curly hair.
and every so often i cut out the conditioner to clean it out a bit, conditioning is good but daily or frequently for a extended period of time can dull down hair and make it flat and listless.
try that... ?
or maybe it's too long?
you could get a hair cut by a professional who understands the 'grain' of your hair and give you a cut and style that'll work along your curly lines and fluff it up a bit.

I would suggest getting a layered haircut to bring out the curl.
Also, use a shampoo & conditioner made specifically for curly hair.
After showering, don't brush the hair. Just run your fingers through it. Then "scrunch" it with a curl-enhancing gel.
If you need to blowdry it, use a diffuser. Don't dry it completely - leave it a little damp.

If cutting your locks is not the answer, try bringing a raw egg with you for the next shower. Not only will your hair feel silky and smooth, but left in for 3-5 minutes will give you a nice bouncy curl.

did it grow alot? if thats the case... the weight is holding down the upper waves. try a little bit shorter haircut. If thats not the case, try pantene pro-v with volume. it works wonders for my hair!

if you are one who flat irons a lot, it could be too damaged (might be fried) to wave again. in this case, it has to grow out.
if you don't flat iron on a regular basis, then have your hair texturized with a razor.

just use moose on your hair while its wet & scruch it. using a difuser on your hairdryer helps also :o)
