You can get extra money from the Navy if you are married because the Navy gives your family basic housing allowance and he gets more money because the Navy assumes that he will send his family the extra money. When this man is keeping it all for himself.

Contact his chain-of-command, they'll take care of the rest. Make sure you have solid proof, though. If you ruin this guy's career on flimsy evidence, don't be surprised when he sues you for slander...and wins.

First, no matter how many people he is married to he can only get a set amount of pay and entitlements, Second, unless your daughter is a minor I don't think it is against the law to get her pregnant.
If this sailor has actually committed or is committing a crime to thing to do is call 911 and report the crime.

First of all, I'm not sure what crime you are accusing him of. BAH is given for living in housing off base whether you are married or not. If you are not living off base, you don't get BAH. You are correct that pay is greater when you have dependants, but, once again, I'm not sure what crime you are suggesting if he is spending his money foolishly or selfishly. Being a dirtbag is not codified into law as being a crime.
The only crime I can possibly see is adultery if he impregnated your daughter after he was married. This however is rarely pursued for criminal prosecution as a primary charge. It is usually added as a secondary charge when other crimes are being committed.

This is a bad dude, he needs to be stopped, most ricky tic! The Shore Patrol can put you in touch with the proper authorities. They may even take the initiative to bring this guy in. If that doesn't help, call the FBI, they will point you in the right direction.
